Also in my recent trip to Iran I had a meeting with Officers of Iran government who has planned the national plan of retrofitting lifelines,buildings and industrial plants like petrochemical and refinary plants.
They have also provided "Guideline of retrofitting of structurs" which has been published. Unfortunately the site is only in Persian now although they are adding english pages also.
